How can I change the horizontal/vertical perspective on an image using python, like on Apple Photos edit feature?

I want to change the horizontal/vertical perspective on an image using python, similar to how you can do it on Apple Photos.

For those unfamiliar, the feature lets you drag a slider to one side (let’s say to the left) and the image will stretch towards the left, giving you the illusion that the image is now facing towards the right.

Is there a way to do this using something like numpy?
